My suggestion...
Every single citizen works. Whether it's factory work, spreading propaganda or city improvement, every single citizen has a job that they perform regularly. By applying for CWU, you get to STOP doing back-breaking manual labor, and instead help medically treat people who are injured, selling things to them for what might as well be fake money, or, most importantly, help determine where that labor goes in the city. They serve as city planners, basically, and help keep the industrial wheel spinning. It is a very desirable job.
The 'ranks' would be as follows...
Intern, which is basically a citizen who observes how the CWU handles things and assists when requested.
Employee, who does the duty assigned to him by his superiors and little more.
Manager, who instructs the employees to do as he/she sees fit, as long as it still fits in with the guidelines set for them.
Department Head, who effectively makes the rules for a specific department.
Those departments are as follows...
Medical - Pretty self explanatory. Diagnoses and treats various health problems.
Retail - Basically selling minor luxuries to citizens for their own salaries. A little scumbaggy, but it gives the citizens something to work towards.
City Planning - Helps allocate labor, basically assigning citizens to do various things around the city (restorative operations in slummier areas, streamlining inter-city transportation, etc).
So that's pretty much it. Feel free to comment or criticize my idea as well as post your own.
